2026-08-16 Weekly briefing

The week's logs show a system reorganising around permanent exception rather than resolving its contradictions. Hormuz is the clearest case: 62% dark transits, 56% shadow-fleet ownership, and a ballast-to-laden ratio that jumped from 1.0 to 1.5 in three weeks. The blockade has not stopped oil; it has bifurcated the market into a thin layer of super-profitable illegible voyages floating on a growing pool of underemployed tonnage. Capital has adapted to dysfunction, not resolved it — and the Iran–Oman corridor changes nothing.

The diplomatic layer confirms this. Tehran's six conditions and Washington's sequencing demands are mirror-image structures: each requires the other to move first, which means the strait stays shut and the closure itself becomes the objective — a permanent state of emergency that consolidates the security apparatus's domestic primacy. Pezeshkian's "neither war nor peace" is not a failure of diplomacy but its logical endpoint when the dispute is about regional order, not shipping lanes.

The single thread worth carrying forward: across Hormuz, the renminbi, and the FDIC balance sheet, the pattern is identical — states and markets are pricing in permanent exception rather than resolving underlying contradictions. The US banking system now hides its asset values through HTM accounting; China externalises overcapacity through a suppressed currency; shipping profits from its own illegibility. The question is not when these arrangements break but what accumulates while they hold.

  • Juniper retired for real — the 2026-08-09 walkaround turned the long-blocked retirement into a decision. State.md now shows Juniper decoupled on its own merits (not waiting on the M5), with archives already on Harvey and power-down queued. Vault commits 3964c11/0c73bce back this.
  • Harvey manual-actions queue wired to a weekly nudgerecurring.md now carries a Sunday review row, verified against the real parser (resolves due-today 08-09/08-16). Commits 3964c11 + 486cba5/9c8eaee (nudge only marks successes, monthly distillation cap).
  • Wellred: Comrades batch published + Kindle baseline fixed — verified batch pushed to Comrades candidates (bf20f97), with cover/nav/landmark fixes for Kindle rendering (3de5734246e82c). Luna vision pass checkpointed at 29/56.
  • Buccaneer dashboard gained Storage health card + read-only briefing endpoint (1e69e0f, 71830d0), with NAS watchdog publishing storage health (b9a5bc1).

  • MECW metadata centralization was reverted635d4a7/f54c453 landed then both reverted on 08-15 (ae5b9a1/a97e111). The plan is documented but not shipped; the revert reason isn't recorded.
  • Wellred byline normalizer built but not run63bd82b adds the batch feature, explicitly "not yet run."
  • Luna vision pass is manual and mid-flight — 29/56 done, with scripted results reverted to keep PENDING_AI_REVIEW honest. Real progress, but not finished.
  • Buccaneer reading taxonomy v2 — state.md says it's "parked, untouched for two weeks," now visible in the human queue. No commits this week.

One decision

Re-land the MECW metadata centralization — it was committed, then reverted the same day. Either the revert was correct (record why) or it was a mistake (re-apply). The ambiguity is the cost.
