Considering that the press, both Soviet and Party, had earlier, namely, in connection with the Glavzemkhoz[1]   exhibition from September 18 to 25, 1921, unanimously assessed Comrade Runov’s work as being exceptionally successful in founding proletarian agriculture, and considering that this assessment had been confirmed by a decision of the Council of Labour and Defence of 30/IX–1921, I think that Runov’s enclosed application should be unconditionally and fully satisfied.[2]

I ask Comrade Sokolnikov to reply to me without delay, in substance, through Comrade Gorbunov.[3]
