I believe that Chicherin is absolutely right, and propose that the Politbureau should decide: confirm Chicherin’s standpoint. Pay out in time what has been promised without fail.^[1]

[1] Written on G. V. Chicherin’s letter in which he resolutely objected to G. Y. Sokolnikov’s proposal to delay the payment to Turkey.

On February 27, 1922, the Politbureau of the R.C.P.(B.) C.C. adopted Lenin’s proposal to pay Turkey the amount involved, noting that “there are no other financial obligations on the R.S.F.S.R.” (Central Party Archives of the Institute of Marxism-Leninism of the C.P.S.U. Central Committee).
