I consider it necessary that all lease-holders, without exception (private persons, societies, Soviet establishments,   etc., etc.), should be subject to the law on accountability relative to the C.L.D. Order and the general rules of accountability. Please see whether there are any precise instructions about this, and, if not, please carry it through the C.L.D. at once.
