Narrow Council:
It should not be given at all, in my opinion, for Headquarters of the R.M.C. of the Western Front can (and should) be accommodated in other buildings, even if a bit crowded.

[1] This note was written on a copy of a telegram dated October 2, 1920, from E. M. Sklyansky, Deputy Chairman of the Revolutionary Military Council, and M. F. Vladimirsky, Deputy People’s Commissar for Internal Affairs, sent to the Revolutionary Military Council of the Western Front in Minsk, stating that “Smolensk University can be occupied only after the premises offered by the Executive Committee have been utilised”.
