[1] Lenin’s note is a reply to Kamenev, who proposed abstaining for a period of two months from “forcing the pace in handing over the whole business of supply ... to the state”. Kamenev wrote to Lenin: “Don’t call it a concession, call it manoeuvring, and admit that this is precisely the time to manoeuvre.”
