Comrade Antonov, who is leaving for Moscow and from there for the south to conduct military operations against Kaledin,^[1] is obliged every day, by direct line (personally or through an aide), to inform the Council of People’s Commissars whom precisely he, or other military authorities, appoints as responsible persons for directing particular operations, especially as regards movement and mustering of troops and command.
