[1] On November 22 (December 5), 1917, the Council of People’s Commissars adopted a decree on courts of law, which was published the following day in the newspaper Pravda. On November 24 (December 7), in connection with this decree, the question of courts of law was discussed at a meeting of the Petrograd Soviet of Workers’ and Soldiers’ Deputies. The Soviet passed a resolution approving the decree and indicated practical measures for its implementation. The district Soviets were instructed to immediately begin the election of local judges.
