Letter to J. V. Stalin for the Politbureau of the C.C., R.C.P.(B.) with a Draft Decision on the Composition of the All-Russia C.E.C.
Comrade Stalin for the Politbureau:
The session of the All-Russia Central Executive Committee has shown how wrongly the A.C.E.C. is constituted. The great majority of its members are officials.
I propose that the Politbureau pass a decision:
"To recognise as essential that no less than 60 per cent of the members of the A.C.E.C. should be workers and peasants not occupying any official posts in government bodies; that no less than 67 per cent of the A.C.E.C.’s members should be Communists; a three-man commission consisting of Comrades Kalinin, Yenukidze and Kamenev, be directed to work up this question for the next plenum of the C.C. To be passed first through the Politbureau, then to the Plenum of the C.C. for enactment by the next All-Russia Congress of Soviets.[1]
