To be referred to members of the Politbureau

In reversal of the C.C.’s decision to suspend all purveyance in Tambov Gubernia, it is herewith resolved: to allow purveyance in Tambov Gubernia only of bulky feed and only for the needs of the military forces operating there against the local bandits.[1]
