In my opinion § 9 is unsuitable. People’s Courts are weak.

The local sanitary departments (+labour commissariat) should be made:

1. (a) to issue obligatory rules
2. (b) to punish, without trial, by arrest up to 1 month and compulsory labour up to 2 months for uncleanliness, etc.
3. (c) to organize mass control of cleanliness (through special squads of Soviet Deputies.
