Direct the Library Department of the People’s Commissariat for Education to publish monthly and forward to the C.P.C. brief factual information as to the implementation of the C.P.C.’s decisions of 7.VI.1918 and 14.I.1919 and the actual increase in the number of libraries and reading rooms, and the growth of book distribution among the population.
