2) The text of the law to be reproduced in its entirety.

3) Give 3-4 concrete
examples {{why? how? this facilitates the struggle against red tape }}

4) Require every gubernia Executive Committee to reprint.

5) Explain that we shall punish both for

ignorance of and for failure to apply this law.

[1] Written in addition to an earlier one sent to Kursky (see p. 517). It gives instructions on the nature of the article for the newspaper Bednota (The Poor). However, the paper did not carry any article on combating red tape.
