[1] A note written by Lenin in connection with the following fact. The Office of the Executive Secretary of the Council of People’s Commissars received complaints from peasants F. Romanov (Yaroslavl Gubernia) and I. Kalinin (Moscow Gubernia) that the local authorities had wrongfully confiscated horses. The complaints were sent to a special commission dealing with such cases and were returned to the Council of People’s Commissars with the remark, “Too busy to deal with such trifles”, which so outraged Lenin.
