The delay in suppressing the revolt is simply outrageous. I have seen a report today that the suppression is getting no further. It is essential to take the most energetic steps and root out this tardiness. Should we not send you reinforcements of Cheka men?^[1] Telegraph in detail. The delay over this revolt is intolerable.
